Shahal Khan Chairman/CEO

Shahal M. Khan is a global investor, entrepreneur, and economic strategist with more than three decades of experience across technology, infrastructure, energy, natural resources, cybersecurity, real estate, telecommunications, and sustainability-focused investments.

As Founder of Burkhan World Investments, he leads a global investment platform focused on high-impact opportunities in Artificial Intelligence, semiconductors, critical minerals, defense technology, energy, and strategic infrastructure. His leadership has been centered on identifying transformative sectors, structuring strategic partnerships, and advancing companies positioned for long-term global growth.

Mr. Khan served as Chairman and CEO of Nasdaq-listed BurTech Acquisition Corp., which completed its business combination with AI edge-computing company Blaize, Inc., now trading as Blaize Holdings, Inc. Public transaction materials valued Blaize at approximately $894 million in pro forma enterprise value, highlighting his role in bringing advanced AI technology platforms into the public markets.

He is also the architect of the Tempus Network, a patent-pending economic framework focused on advancing individual equity over debt. Through Burkhan LLC and related entities, Mr. Khan has been publicly associated with more than $25 billion USD in syndicated equity, reinforcing his position as a global leader in strategic investment, innovation, and public-market execution.

Roman Livson CFO

Roman is a seasoned finance, compliance, and capital markets executive with extensive experience supporting corporate finance, regulatory oversight, and strategic fundraising initiatives across multiple industries.

Since 2014, he has served as Chief Compliance Officer at Katalyst Securities, where he has overseen critical compliance functions, regulatory processes, and transaction-related governance within the securities and investment banking sector. His background combines financial discipline, institutional compliance, and capital markets execution, making him a key resource for companies preparing for growth, financing, and public-market readiness.

Throughout his career, Roman has helped raise over $100 million across diverse sectors, supporting companies through complex financing structures, investor engagement, and strategic transaction planning. His experience is especially valuable in environments where financial controls, regulatory credibility, and disciplined execution are essential.

Roman holds academic credentials from Columbia University, the Moscow State Institute of Electronics Technology, and The London School of Economics, bringing a strong global, technical, and financial foundation to his role as CFO.

Jose Ruiz COO

Jose Ruiz is a senior international executive and technology consultant with over three decades of experience leading innovation, business development, and strategic growth across global markets.

With a strong foundation in telecommunications, Jose has led large-scale network deployments, global operations, and international expansion initiatives across Europe, the Americas, and Asia. His career has consistently bridged deep technical expertise with executive-level management, enabling organizations to execute complex projects and scale in fast-changing industries.

In recent years, he has focused on Artificial Intelligence, with specialization in LLM-based agentic systems. His work supports organizations in improving operational efficiency, streamlining workflows, enhancing decision-making, and identifying new AI-driven business models and growth opportunities.

Jose brings a global perspective to Burkhan’s management and strategic initiatives, combining strategic vision with hands-on technical insight to help organizations navigate innovation, execution, and long-term technology transformation.

Shafi Khan Executive VP

Shafi is expertise is in AI technology and is solely focused on strategic investments, mergers, and acquisitions that position high-growth private AI companies for entry into the public markets.

In 2023, he founded The Ghazi Group (TGG), a strategic advisory firm within the Burkhan Family Office, where he also serves as Chief Operating Officer. TGG has become a key player in AI semiconductor infrastructure, GPU data centers, and high-performance computing solutions. As a Platinum Channel Partner of SuperMicro Systems, TGG provides tailored GPU infrastructure for enterprises, data centers, and AI innovators.

In 2024, Shafi co-founded Tachyon9 with Shahal Khan to target strategic power and land to develop and manage next-generation AI data centers powered by high-performance GPU clusters capable of supporting the world’s largest data pools.

With experience across AI, FinTech, Blockchain, Digital Media, and Gaming, Shafi continues to drive strategic growth, technology commercialization, and public-market opportunities for emerging AI companies.
